Texas Rural Transportation Plan 2035 - Overview

The Texas Rural Transportation Plan 2035 (TRTP) will focus on rural areas of the state and transportation projects that connect users in rural areas to urban markets, jobs and services. As a component of the Statewide Long-Range Transportation Plan 2035, the TRTP will provide a blueprint for the development of a safer, more efficient and less congested transportation network between population centers.

It will complement other transportation plans and programs such as the Texas Statewide Rail Plan, the Texas Airport Systems Plan and the Unified Transportation Program.

Rural transportation planning in Texas is a collaborative process that brings TxDOT together with public and private transportation stakeholders, elected officials and the public to shape the future of rural transportation for all users.

Goals and Objectives

The primary goals of the Texas Rural Transportation Plan 2035 (TRTP) include enhancement of rural transportation system connectivity, promotion of rural mobility/congestion relief and enhancement of rural transportation safety. When complete, the TRTP will represent TxDOT's long-term transportation goals for rural areas of the state.

The objective of the TRTP is to coordinate with rural stakeholders and the public to compile a statewide list of capacity/mobility projects, develop scoring criteria and prioritize a list of rural roadway projects. Non-highway modes will also be a part of the TRTP.

Development

The process used to develop this plan will include the following:

  • Development of a list of potential highway and non-highway projects in areas outside MPO planning area boundaries
  • Assessment of needs for non-highway modes in rural areas
  • Participation of transportation stakeholders, elected officials and the public in development of project lists

The analysis will help transportation decision-makers plan for improved connectivity between modes and between communities. It will also enable our multimodal system to operate more efficiently. We want and need the public's perspectives and suggestions to guide future decisions.

Long-Term Planning

The Texas Rural Transportation Plan will encompass a 24-year time frame (2011-2035) and will include the following elements:

  • Collection and review of highway and non-highway plans and projects
  • Development of potential criteria categories and measures
  • Preparation of a prioritized list of highway and non-highway projects and regional needs
