How do I update my records? |

A: |
If you are a firm who uses the
PDCSystem and you wish to continue using it,
all updates to existing information must be put on a hard copy of the print out
of your questionnaire (the copy that TxDOT sent to your firm). If this is
unavailable, a new one can be requested. Mark up any changes to the
questionnaire (preferably in red) and re-submit.
Otherwise, you may use the
CCIS Online System. You may update records at any
time.

How do I add an employee to my firm to be precertified? |

If the employee was precertified in another firm,
e-mail or fax a letter to our
Consultant Contract Office at (512) 416-2292. In this case the employee can
simply be transferred.
If the employee is new and has never been precertified with TxDOT, a
precertification questionnaire for that employee must be submitted.
If your firm uses the
PDCSystem and you wish to continue using it you will
need to submit a precertification questionnaire for this new employee. An
established firm only needs to fill in the firm name and tax I.D. number on this
questionnaire. Then skip over to the "Personnel" section and fill out "Employee
General Information", "Certifications", and "Experience by Categories and
Projects". Any employee who wants to be precertified in a category MUST fill out
these four parts of the questionnaire.
Otherwise, you may use the
CCIS Online System.

How long does it take to precertify a firm or an individual? |
|
A: |
According to TxDOT Rules regarding precertification, the department has sixty
(60) days to review a precertification application after all the information is
entered into our database correctly. It does not, however, always take the full
sixty days to complete the process.

How does TxDOT make a decision about whether to precertify a firm or not? |
|
A: |
Precertification is determined by the information submitted in the "Personnel
Information and Experience" section, specifically the "Projects" subsection. It
is based on the minimum requirements for the categories as stated in
Attachment
B. Attachment B is a list of all work categories and all of the minimum
requirements for those categories.
TxDOT precertifies an individual in a firm and then the firm is automatically
precertified in the categories that its employees are precertified in.
Any employee who wants to be precertified in a category must demonstrate that
he/she meets the minimum requirements for that category by describing past work
experience in the "Projects" subsection of the "Personnel Information and
Experience" section of the Precertification Questionnaire.

If an individual leaves our firm, does his/her precertification go with him/her? |
|
A: |
Yes. If you only have one individual precertified in a category, your firm
will lose that category if that person leaves your firm. A firm has 45 days to
inform our Consultant Contract Office of changes such as these by
e-mail or fax at (512) 416-2292.

If I leave a firm, how do I transfer my records? |
|
A: |
Records can be transferred from one firm to another, but TxDOT does not allow
joint ventures. In other words, TxDOT does not allow an individual to be
employed by two firms (or on two payrolls) simultaneously when working under a
contract. To transfer records, contact our Consultant Contract Office by
e-mail or fax at (512) 416-2292.

After I get precertified, how do I apply for contracts with TxDOT? |

A: |
Notices for Letters of Interest or Notices of Intent (NOIs) are posted on the
TxDOT Internet site and on the
Electronic State Business Daily
(ESBD – formerly the Texas Marketplace).

All contracts are negotiated through the Districts and Divisions. Each Notice
of Intent lists an agency contact person for that specific project.

How do I re-apply for a category that I was turned down for? |

A: |
If you are a firm that uses the
PDCSystem and you wish to continue using it,
simply update your Precertification Questionnaire by marking up a hard copy
(preferably in red) of the print out of your questionnaire that the Consultant
Contract Office sent back to you after your initial application. Enter the
information in Section 2, and either incorporate additional project information
to the existing projects or add another project(s) to demonstrate that you
meet the requirement for the category(s).
Otherwise, you may use the
CCIS Online System. You can re-apply at any time.
Once you re-apply, TxDOT has sixty (60) days to review your application.

How will I know when the precertification process is finished for me or for my firm? |

A: |
After the review process is finished for you or for your firm, the Consultant
Contract Office will notify you through the mail or by e-mail. Your firm will be
sent a hard copy of the Precertification Questionnaire (in case it is needed for
revisions) and a copy of the report that details which categories you are
precertified in and which you are not. If precertification for any category was
denied, this report will also provide a comment as to why.

Who reviews work categories for TxDOT? |
|
A: |
An employee's projects information is reviewed by an expert in that
particular field for any given category. The Review Officer makes a decision to
grant precertification or not based on the information submitted in the
"Projects" subsection of the "Personnel Information and Experience" section and
according to the requirements as stated in Attachment B. The Consultant Contract
Office does not give out the names of Review Officers.

How many projects can I put in my application? |
|
A: |
Ten projects per employee may be submitted. Keep in mind that it is only
necessary to meet the minimum requirements for the categories. Space in TxDOT's
database is limited to 60 characters per line and five lines for project work
descriptions. If you go over the limits of our database, you will need to
resubmit the information. You must be to the point and you may abbreviate where
possible.
