The
Texas Department of Transportation is on a mission to modernize.
After receiving input from the independent audit firm of Grant
Thornton, the Texas Transportation Commission-created Restructure
Council and the Sunset Commission the department now has a clear
focus on what is needed for effective and lasting change.
Change Management Firm
The department hired Kaeppel Consulting from San Antonio as the change management firm to assist with the planning and implementation of the recommendations from the Restructure Council.
Modernization Leadership Team
An internal leadership team, led by a member of TxDOT's senior administration, has been identified to champion this effort. Made up of district engineers and division, office and region directors, this group of diverse leaders is committed to leading this effort. They are working diligently to ensure positive improvements are made and that TxDOT employees and our industry stakeholders and partners are involved along the way.
A Roadmap for Modernization
The focus of the modernization effort will be to cultivate a new approach to leadership, establish a new organizational structure, implement improved work processes and encourage and foster the development of our employees. In the meantime, we will continue to strive to meet the mission and goals of this agency.
TxDOT’s new leadership team and Kaeppel Consulting have been working together on a revised Modernization Plan to guide and redirect our implementation efforts. The original plan that was developed in June 2011 is being updated to reflect the activities and the direction of our new leadership. Once the revised plan is completed it will be posted online.
Generations of Change
Change takes time and it goes beyond the actual implementation of improvements. It will be coordinated through a multi-generational plan, which will take three to five years to complete. At TxDOT, this work is divided into three generations of changes:
Phase 1 - Modernization
Phase 2 - Operational Excellence
Phase 3 - Best In Class (Innovation)

The Road Ahead
Initially, the 78 recommendations from the Restructure Council report were consolidated into 37 modernization projects. Many of those projects are underway and several of them have already been completed. In addition to the 37 projects, the Administration has taken on the task of inventorying all the other department improvement projects and efforts that are planned for the near future and is prioritizing those projects to ensure the agency is focusing on tasks that connect with our mission and goals. That project list is in the process of being vetted and finalized and will be included in the next update of the Modernization (Implementation) Plan.
As with the modernization projects, each project identified will follow the same five-step project methodology requiring reviews and approvals from executive sponsors, project sponsors and the Modernization Leadership Team or whatever governing body is created for this role.
