Jesse
W. Ball Jr. directs the Office of Civil Rights
within the Texas Department of Transportation. He oversees internal Title VII
(Civil Rights Act of 1964) discrimination/nondiscrimination grievances and
investigations, Title VI activities and Equal Opportunity contract compliance
reviews, affirmative action,
and technical assistance for the department's districts, divisions and offices.
He was appointed director effective Sept. 1, 2002.
He began his TxDOT career in 1992 as deputy director of the Office of Civil
Rights. Before joining the department, he worked 14 years as a Social Actions
officer in the U.S. Air Force, managing complaints and investigations,
substance-abuse control programs, and human relations education. Having achieved
the rank of major, he retired from the Air Force in 1991 after 20 years of
service. Among his various assignments at military sites around the world, he
held management positions at Air Training Command headquarters (Randolph AFB in
Texas) and at the U.S. Air Force Academy (Colorado Springs, CO). During his
military career, he received three medals for meritorious service and three
commendation medals.
He earned a bachelor of arts degree in business administration from Prairie View
A&M University in 1970. He received a master of arts degree in management from
Webster University in 1984.
Ball was born and resides in San Antonio, Texas. He and his wife, Vicki, have
four children (Alicia, Jesse W. III, Jessica and Kevin) and three grandchildren
(Christian, Brendan and Kokayi). |
