Judy
Bragg Skeen, P.E., is the director of the
Technology Services Division (TSD)
of the Texas Department of Transportation (TxDOT). She directs and manages
microcomputer and mainframe information systems; engineering graphics, photogrammetry and satellite surveying operations; and data and voice
telecommunications. Skeen was named director effective October 1993.
In 1996, Skeen also became TxDOT's manager of information resources with
responsibilities for planning, overseeing, and coordinating requirements of the
Information Resource Management Act. She also is responsible for the development
of the department's strategic plan for information resources. After earning her bachelor’s degree in civil engineering from Texas Tech
University in 1982, Skeen joined TxDOT's Lubbock District in 1983 as an
engineering assistant. In 1985, she transferred to the Automation Division in
Austin, and held various technical and management positions in the Engineering
Systems Section. Skeen was director of engineering systems from 1991 to 1993.
She was certified as a professional engineer in 1988. Skeen received the Information System Division’s 1991 Hubert A. Henry Award for
contributions in support of automated technologies. Also, she received the 1992
Luther B. DeBerry Award for outstanding contributions to Texas in the field of
transportation. She was inducted into the Texas Tech University Civil
Engineering Academy in 1994. A member of the American Association of State Highway and Transportation
Officials (AASHTO) Special Committee on Joint Development, Skeen also serves as
vice chair of the AASHTO Subcommittee on Information Systems. |
