Lubbock District Engineer

Randy Hopmann, P.E.Randy Hopmann, P.E., is district engineer for the Lubbock District of the Texas Department of Transportation (TxDOT). He is responsible for department activities in the district’s 17 counties: Parmer, Castro, Swisher, Bailey, Lamb, Hale, Floyd, Cochran, Hockley, Lubbock, Crosby, Yoakum, Terry, Lynn, Garza, Gaines, and Dawson. Hopmann was appointed Nov. 1, 2002.

He began his TxDOT career in January 1985 as an engineering assistant in the Austin District. Before moving to the Tyler District in 1996, he held a variety of positions in design engineering in the Austin District. Prior to his present assignment in Lubbock, he had been director of transportation planning and development in the Tyler District.

He served on the board of the South Plains Chapter of the Texas Society of Professional Engineers (TSPE) from 2004-2007, and he is a member of the National Society of Professional Engineers. He is president of the Lubbock South Plains Lions Club and past chairman of the Lubbock Regional Directors Roundtable. Hopmann is a 1999 graduate of the Leadership Tyler program and served on that program’s board of directors in 2002. He is also a member of the Lubbock Metropolitan Planning Organization (MPO) Policy Board.

He has directed efforts resulting in several awards for the department’s Tyler and Lubbock Districts including the TxDOT Commitment to Design Excellence for both districts, the TxDOT Environmental Achievement Award, the 123 Safe Days of Summer 2003 Award for the Lubbock District, and the TxDOT Bridge Project Development Award. He also is deeply involved in the TxDOT research program for transportation planning and pavements, and is currently chair of environmental, design, hydraulics and right of way research.

A native of Houston, he earned his bachelor's degree in civil engineering from Texas A&M University in 1984. He received his license as a professional engineer in 1990.

He and his wife, Jackie, have two children, Kimberly and Bradly, and three grandchildren. An outdoorsman, he enjoys hunting, fishing, snow-skiing and water-skiing.
