Vehicle Titles and Registration Director

Rebecca Davio, Ph.D.Rebecca Davio, Ph.D., is director of the Vehicle Titles and Registration Division and oversees the vehicle titling, registration and license plate-related functions in the state of Texas.

Since she became the division's director in January 2006, the division has won international, national and state awards for its innovations and customer service.

Currently, Davio is leading the division in the Vision 21 project, which will revolutionize how the state conducts its titling and registration business, putting "Customers First" and emphasizing increased efficiency in state and partner operations.

Once asked to describe what makes a good leader, Davio responded: "A positive attitude, the vision to see the big picture and the courage to do things that have never been done before."

Before coming to the Vehicle Titles and Registration Division, Davio was the administrative section director of TxDOT's General Services Division. Most notably during her time there, she established the agency's award-winning Recycling and Recycled Products Program. She holds a doctorate in solid waste management, a master's degree in public affairs from the LBJ School of Public Affairs and a bachelor's degree in merchandising, all from the University of Texas at Austin.

She began her career at TxDOT in November 1991. Prior to that, Davio worked in management and administration at the Texas Department of Commerce, the Texas Department of Human Services and the City of Austin.
