El Paso District Engineer

Charles (Chuck) H. Berry Jr., P.E.Charles (Chuck) H. Berry Jr., P.E., is the district engineer for the El Paso District of the Texas Department of Transportation (TxDOT). He became district engineer Feb. 19, 2002. The district includes Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio counties.

He joined TxDOT in 1979 as an engineering assistant in the El Paso District Design Section. Berry served in various engineering roles in the roadway and bridge design sections, and construction office before promotion to El Paso assistant resident engineer in 1990. In 1994, he became the district's advance-project development engineer. He was director of transportation planning and development from 1997 until appointment to his present position.

Berry earned a bachelor’s degree in civil engineering from Rice University in 1979 and a master’s degree in civil engineering from the University of Texas at Austin in 1991. He is a professional engineer registered in Texas.

Berry was selected Engineer of the Year 2000 by the El Paso Chapter of the Texas Society of Professional Engineers. He has served the El Paso branch of the American Society of Civil Engineers as president and in various officer and board positions since 1987. TxDOT selected Berry for its Master of Science in Civil Engineering Program through which he received his master’s degree at UT Austin. He is past chair of the Texas Alliance for Minorities in Engineering in El Paso (TAME - El Paso), and served as a member of the UT El Paso National Advisory Committee for Model Institutions of Excellence.

Born and raised in El Paso, Berry and his wife, Martha, enjoy family activities, helping to improve educational opportunities for young people, and being grandparents.

They are parents to daughters Jennifer and Jaclyn, and to son Christopher and his wife, Brenda.
