Julia M. Brown, P.E., is interim district engineer for the El Paso District of the Texas Department of Transportation (TxDOT). She became interim district engineer Sep. 1, 2011. The district comprises 6 counties: Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio.
