Brownwood District Engineer

Lynn G. Passmore, P.E.Lynn G. Passmore, P.E., is district engineer for the Brownwood District of the Texas Department of Transportation (TxDOT). The district comprises nine counties: Brown, Coleman, Comanche, Eastland, Lampasas, McCulloch, Mills, San Saba and Stephens. He became district engineer in October 1993.

Passmore earned his bachelor’s degree in civil engineering from Texas Tech University in 1972 and began his career with TxDOT as an engineering assistant in the Odessa District. While working at the area engineer's office in McCamey, he assisted in the construction management of more than 40 miles of Interstate 10 in Pecos County.

In 1978, Passmore moved to the Midland area engineer's office, and became assistant area engineer in 1981. He was promoted to area engineer in 1984, responsible for design, construction, administration, and maintenance operations in Midland, Upton and Martin counties.

Passmore directed the design and construction of Loop 250 around Midland, and Texas 191 between Midland and Odessa. Named the district's director of operations in 1992, he oversaw construction, maintenance, materials and tests, traffic operations and contract administration for 13 counties. Selected as district engineer in 1993, Passmore became responsible for all TxDOT operations and personnel of the Brownwood District.

While in Midland, Passmore was a member of the West Texas Branch of the American Society of Civil Engineers. The McCulloch County native is an avid hunter and fisherman, and is active in the Early Girls Softball Association.

Passmore and his wife, Bryce Anne, have two children, Ryan and Sarah.
