Project Finance, Debt and Strategic Contracts Division Director
Benjamin H. Asher serves as director of Project Finance, Debt and Strategic Contracts.
As director, Asher is responsible for TxDOT's project finance and debt management activities, financial assistance programs, including the state infrastructure bank as well as the toll operations of TxDOT owned toll roads. Additionally, Asher and his team support the Department's alternative delivery program focusing on financial and commercial aspects, including our comprehensive development agreements which includes public private partnerships.
Asher provides oversight of TxDOT's involvement in transportation corporations, such as the Grand Parkway Transportation Corporation and the Texas Private Activity Bond Service Transportation Corporation, along with TxDOT's commitments regarding the Transportation Infrastructure Finance and Innovation Act (TIFIA), He also manages TxDOT's investment funds, policies, and strategies.
Prior to joining TxDOT in June 2012, Asher worked at a municipal advisory firm and investment banking firm on a broad range of financings.
Asher received his Bachelor of Arts in history from Columbia University and an M.B.A. in finance from Columbia University Graduate School of Business.
